Carrollton Public Records Coverage
Access depends on both the record and its custodian. The table leads with what official sources verified, including where no public name index was confirmed. An online index is only a finding aid. It may omit older material, protected cases, or the image needed for an official purpose.

Georgia protects Social Security numbers, account data, passwords, and much day-and-month birth data. Adoption, juvenile, sealed, and otherwise restricted court material cannot be treated as open merely because a clerk holds it. A custodian should release separable portions after redacting protected fields.
Carrollton Records Need Routing
Carroll County warns that its Board of Commissioners clerk cannot supply files held by independently elected officials. Deeds, divorce files, name changes, court matters, and liens go to the court clerk. Probate documents and marriage licenses go to Probate Court. The sheriff handles incident and accident reports. The Tax Commissioner handles bills and payments, while the Board of Tax Assessors handles appraisal and parcel matters.
This split matters inside Carrollton too. City Hall is the fallback for city administrative, council, occupational-tax, permit, code, and zoning material. It is not the desk for county deeds or sheriff files. A Carrollton mailing address also does not prove that a parcel lies within city limits, so confirm jurisdiction before seeking city permit or code records.
Note: Ask the office that created the file, since sending a broad request to the county board clerk adds delay without changing custody.

Carrollton Deeds and Liens
The Clerk of Superior Court records deeds, mortgages, liens, plats, UCC filings, trade names, notary records, DD-214s, and General Execution docket material. Its official Real Estate Search link opens the Kofile Georgia system and begins with a county choice. The research session could not reach a stable Carroll-specific form, so no grantor, grantee, book, page, date, document-number, coverage-year, or image-price claim is safe.
Use the portal if it loads, but treat a blank result cautiously. For an older instrument or copy, contact Real Estate/Recording and give the party name, approximate date, property description, and any known book or page. Ask whether a plain or certified copy is needed. A certified copy bears the custodian’s authentication; an index entry alone is not that copy.

Carrollton Court Records Access
Superior Court covers felony criminal and civil proceedings. State Court covers misdemeanor, traffic, and civil matters. Magistrate, Probate, Juvenile, and Carrollton Municipal Court keep separate files and do not share one verified public party-search portal. Georgia’s court e-access directory sends Carroll Superior and State searches to PeachCourt and states that an account is required.

Registration and login appear before the search, so official research did not verify fields, result limits, image fees, or coverage dates. The clerk’s separate local Case Management link also returned a default server page rather than a working docket search.

When either route fails, call the clerk with the court, party, case number if known, filing year, and copy type. Juvenile, adoption, sealed, and restricted material may not be released.
Carrollton Property Record Boundaries
The Board of Tax Assessors values property and maintains appraisal work. The Tax Commissioner prepares bills and takes payments based on those values. They are not interchangeable. Carroll County’s official appraisal link failed during inspection, so common fields such as owner, mailing address, parcel number, sales history, exemptions, sketches, and acreage are not claimed here as visible online.
Use the Appraisal Office or Map Room when the service is down. Property returns are filed from January 1 through April 1, and an assessment appeal is due within 45 days of the change notice. An unresolved appeal can proceed to the Board of Equalization and then Superior Court. These notices and appeals form a distinct administrative record trail.

Carrollton Vital Records Copies
Georgia has no verified blanket rule that simply opens births after 100 years or deaths after 50 years. Access follows the Georgia Vital Records Act and DPH eligibility rules. State and local vital offices issue qualifying birth and death records from January 1919 forward. Birth certified copies require a listed relationship or other legal authority. Death records are more broadly available, while cause-of-death content may have added limits.

Birth and death searches cost $25, with $5 additional copies in the same order. A no-record result produces a not-on-file letter rather than a refund. Marriage searches cost $10 plus $5 for an added copy. Carroll County Probate Court handles local marriage material outside applicable state coverage, while divorce decrees remain with the Superior Court clerk.
Carrollton Custody Record Limits
The sheriff’s jail gateway links a live roster with current inmates, recent arrests, arrest-date browsing, and an optional name filter. Results can show a formatted name, booking status, arrest date, arresting agency, days in jail, bond, charges, warrant number, severity, and court. The live portal redacts addresses. An arrest or charge is not a conviction, and the roster did not show a disposition.

Use the court named on a roster entry for the authoritative case file. Incident reports may be picked up from the sheriff, and the sheriff’s open-records channel is the fallback. Georgia State Patrol Post 4 handles certain roadway or injury accidents, while the sheriff handles private-property accidents.

That page cites O.C.G.A. § 42-1-12. The statewide search controls were not fully inventoried, so the county gateway remains the reliable starting point rather than an assumed Carroll-only database.
Georgia Records Response Rules
The Georgia Open Records Act, O.C.G.A. §§ 50-18-70 through 50-18-77, covers records made, received, or kept during public business. Agencies normally must produce responsive material within three business days. If that is not possible, a written response within that period must state the expected production time, estimated cost, and exact legal basis for each withholding.
An agency need not create a report that does not exist. It should use the most economical means and supply electronic records electronically when practical. Search, retrieval, and redaction can be billed at the rate of the lowest-paid qualified full-time worker after the first 15 minutes. Ordinary letter or legal paper is generally capped at ten cents per page unless another law sets the fee.

For Board of Commissioners departments, Carroll County accepts requests by phone at 770-830-5800, fax at 770-830-5992, mail to P.O. Describe dates, subjects, record type, author, contact details, and a preferred delivery method.
The first 15 minutes of staff work and first 20 pages are free. Later ordinary copies cost ten cents per page, with lawful search or redaction labor possible. The downloadable form still lists 323 Newnan Street, while the current webpage gives the College Street drop-off. Prefer the current webpage.
Fee checkpoint. Ask for an estimate and narrow a broad date range before staff begins paid retrieval or redaction work.
Carrollton City Records Form
The City of Carrollton uses a live online Request for Disclosure of Documents under the Act. It asks for requester name, postal address, phone, email, a detailed description, desired availability date, Digital or Paper delivery, printed name, signature, and date. Fax is optional. The city tells requesters not to pay until work is complete and an estimate is provided.

Printed copies cost ten cents for 8.5-by-11 pages, twenty cents for 11-by-17 pages, and $2 per building-plan page. A zoning-verification letter adds $10. Labor uses the lowest-paid qualified employee’s rate after 15 free minutes.
Request Carrollton Public Records
A focused request is easier to route, estimate, and review. Use every known identifier, but request an existing record or export rather than asking staff to conduct research or create a new report.
- Identify whether city, county board, elected office, court, sheriff, or state agency created the record.
- Check its direct index, but do not treat portal failure or an empty result as proof that no file exists.
- Give names and variants, dates, subject, address, parcel, case number, document number, and desired record type when known.
- Choose inspection, electronic delivery, paper copies, or certification, then ask for a cost estimate.
- If material is withheld, request the exact Code citation and release of any separable, redacted portion.
Lawful use. Open access does not permit stalking, threats, or harassment. Georgia law restricts repeated or intimidating contact even when a name or address appears in a public file.
Safe at Home, created in 2024, can substitute a designated address in state and local public records for eligible participants and seal a confidential voter address. This means a lawful redaction or substitute address is part of the records system, not proof that a custodian searched poorly.
